The Type 4 shuttle was common aboard starships and Starfleet installations during the last decades of the 23rd century and well into the 24th.
Quite large for a shuttle, in standard configuration the Type 4 could carry up to 10 seated passengers in its aft compartment. Its size also allowed it to be fitted with different mission specific modules and internal equipment. Two winglets at the sides of the craft served as hardpoints for the attachment of external modules, from sensor pallets to micro-torpedo launchers.
Seen here is both its standard configuration and one featuring an external sensor pallet, which increased its sensor resolution significantly, allowing it to take scans while inside spatial phenomena which would be dangerous for a starship to enter.
